I present a summary report of the March Session of the ATPD, which I attended in Dharamsala. In addition to reviewing and approving the annual Budget for the fiscal year 2004-05, the Assembly made several amendments to the Charter for Tibetans in exile and various rules and regulations including the Green Book rules.
